FIRST ANNOUNCEMENT

Vilnius University is to hold an international conference on analytic and probabilistic number theory in Palanga, the sea resort of Lithuania, in the period September 23 (arrival) - September 29 (departure), 2001. The conference is dedicated to Professor Jonas Kubilius on the occasion of his 80th birthday. As in the previous two meetings held in 1991 and 1996, we expect that contributors will cover even a broader range of the contemporary number theory. A volume of conference proceedings, as ones of the first and of the second conferences, is planned to be published by TEV (Vilnius) and VSP (Utrecht).

The Organizing Committee is headed by President of the Lithuanian Academy of Sciences Vice Rector of Vilnius University prof. Benediktas Juodka. The members are: Eugenijus Manstavicius (Vice Chairman), Vilius Stakenas (Vice Chairman), Antanas Laurincikas (Program Director), Edmundas Gaigalas, Algirdas Maciulis, Gediminas Stepanauskas.

The conference will be held and the most of participants will be accomodated in the universities villa at the modest price (5-6 US $ per day). The average of the dayly temperature at the end of September is close to 12 C but the early frost during night may also appear. Some hotel at an almost western price will be at the disposition for the participants prefering more facilities than the universities summer house can provide. Organizers will do their best to minimize the conference fee.

Palanga is situated at the 25 kilometers distance from Lithuanian port Klaipeda which has ferry-boat and train connection. Further rather often regular buses or taxi could be used to reach the conference site. A travel along picturesque highway from Vilnius to Palanga would take four hours. Palanga itself has an international airport but operating convenient flights after the summer season are pretty rear.

At the end of September Palanga is a quiet small city. People after the exaustive summer season are walking in the nice pine park or enjoy a unique amber exposition in the museum, or just wait for the unforgetable sunsets on the sea coast. We hope you would also enjoy the stay in Palanga.

1. The Organizing Committee thanks everybody who has expressed an interest in the meeting. The following mathematicians have registered or are intending to participate the conference:

We would appreciate extending this list. If you are intending to attend the conference, just inform us at your earliest convenience.

2. As we have announced the VSP and TEV (Vilnius/Utrecht) publishers are ready to issue the conference proceedings. We thank the Lithuanian State Science and Studies Foundation which has partially satisfied our application for support. The general policy for scientific papers will be kept. All papers should contain original results, they will be anonimously reviewed. Motivately written survey papers will be considered as well. We kindly ask you to prepare the manuscript in LATEX or TEX until the meeting.

3. The Organizing Committee has decided to fix 80 USD conference fee. For the mathematicians comming from the countries of the former Soviet Union the set fee is 40 USD; for them some support from EMS is expected. The fee will be used for a party, an excursion, and for other organizing purposes.

4. The flights to Palanga International Airport will be known in April only. We suggest to come to Vilnius on September 23 (Sunday) and to join the organizers going to the conference place by a bus which will wait for everybody at 15 p.m. close to the Department of Mathematics and Informatics (Naugarduko str. 24).

5. Most of the registered participants are intending to stay in the universities villa. The prices in the neighbouring hotels having a heating system, shower range around 40 USD for a one-bed room and 60 USD for a two-bed room.

6. This concerns only those participants who need the entrance visa to Lithuania. We remind to get it in advance. In this regard, do not forget your accompaniing persons. To make this easier, the Committee will send supporting letters to relevant consulates of Lithuania. For this, we need your exact passport data:

  7. The consulate of Lithuania you will apply for visa
