Cloud Computing Competence Center

Goal: to improve the capabilities of IT businesses, universities and users in selecting, implementing and using the cloud computing solutions.


  • to raise the competence of ICT employees and university students in the cloud computing area as well as in other areas of ICT;
  • to satisfy the basic needs of businesses in specialised professional services for development and marketing of innovative CC services;
  • to serve as local platforms for collaboration of ICT business with particular universities.


  • perform educational and training activities for ICT employees and university students in the CC area;
  • participate in modernising the ICT courses taught in the universities based on the ICT market needs;
  • develop specialised cloud computing related services for businesses such as Proof-of-Concept-As-a-Services (PoCaS) and other R&D related services;
  • continuously offer them to ICT providers and academic institutions;
  • maintain and develop cooperation in joint R&D projects among cluster participants.

Main terms of functioning

The cloud computing competence centres will be established on the basis of the cloud computing training programs created within the LLB-2-142 project. The location for the establishment of cloud computing competence centres could be on the university premises or other locations. Specialised cloud computing related services for businesses such as Proof-of-Concept-As-a-Services (PoCaS) must then be developed on the created infrastructure at both Vilnius and Grodno universities.

Organisational structure and steering committee

The competence centres must be established by the joint efforts of ICT providers and universities. Thus, the steering committee should include the top decision makers with expertise in CC from all stakeholders.

In accordance with their functions, cloud computing competence centres can follow the functional division in their organisational structure:

  • Education, competence-building and awareness-raising department;
  • Department for specialised services for businesses;
  • Management and collaboration with other clustering organisations.
